Why can't daycares just give you rates

After almost a year of keeping our daughter at home with me while I'm working from home, we're finally looking into re-enrolling in daycare in the next few weeks (after she turns 3) and are checking out options beyond the very expensive center we'd been in previously. Emailed around and have a few responses so far but all places just want to give information on tuition rates during the virtual tour, rather than up front. It was the same years ago when we looked initially, and just, why!?! I get they want to give the sell first, but I'm busy and am looking for a service, not a sales pitch like I'm buying a car. Is it too much to ask to know if this is in the range I'm actually looking for or not before taking time out of my work day?
